The 10,000 Tigers – bookies heavily favor this empire to take over the planet and march the Kaprianers into TL3 or even TL4! The tigers are doing it through a democratic cooperative that is fascinating the hell out of the anthropologists with their strong military culture and heavy emphasis on the communal canning of food.
Don’t believe what you see in the movies, these heavy-weights are conquering the world through canned food keeping their troops fed.

Watchtower Earls – When the Tigers have taken land in the past few decades, they’ve taken it from the Earls. Some say their days are numbered. Their odds grow worse by the day.

Naiti – Ruled by warriors who are ordained by their cold gods and armed by their priests. Some say these scrappy up-and-comers could wrestle control of Kaprianou from the Tigers.

Making Kaprianou
I wrote up a bunch of random tables and rolled on them a bunch to see which areas had which pieces of left-over tech and who in society controlled said tech. I was getting lots of duplicate rolls, so I decided that the duplicates were extensions of the same empires, making the map a political mess.
I decided that the empires had different cultural backgrounds: Nigerian, Indian, and British.
I love the idea that there is this TL1 world in the same system as a TL4 world that is treated like a condescending low-tech tourist spot.
I’ll make a map with place-names. current cities and old ruins and it to the players with the faction map so they can figure out where to set up shop.
